Quebec Immigration

Quebec has a different immigration system than the rest of the provinces in Canada. The province’s immigration policies are created by the province and managed by the province. For this reason, Quebec has different immigration programs and selection criteria. The main criteria when selecting immigrants that Quebec considers is the French language. Below you will find the different immigration programs, both temporary and permanent, that Quebec offers. The ministère de l’Immigration, de la Francisation et de l’Intégration (MIFI) still works hand in hand with Immigration, Refugees and Citizenship Canada (IRCC) in matters of immigration, given that the IRCC has the final say in all immigration matters.

Temporary Residence Programs

 Studying in Quebec

In order to study in Quebec, you will need to obtain a Quebec Acceptance Certificate (CAQ) from the Quebec government.

The processing time for a CAQ is usually 20 business days, times may vary depending on the volume of applications received.

Once you have obtained your CAQ - you will need to obtain your study permit  with the IRCC.

Working in Quebec

In order to work in Quebec you will need to obtain a Quebec Acceptance Certificate (CAQ) from the Quebec government.

The processing time for a CAQ is usually 20 business days, times may vary depending on the volume of applications received.

Once you have obtained your CAQ - you will need to apply for a work permit with the IRCC.

Important: Jobs for a period of 30 days or less do not require a CAQ.

Permanent residence Programs

Quebec Experience Program (PEQ) - Workers

Under the Quebec Experience Program for workers a foreign worker may apply for a Quebec Selection Certificate (CSQ) which will allow you to apply for permanent residence in Canada if he/she meets the following requirements:

  1. Demonstrate a B2 level of oral French (Speaking and Listening)
  2. Currently working full time (30 hours per week) and have held a job in Quebec for at least 12 months in the last 24 months.

Work experience under the youth exchange program counts for PEQ - worker.

Quebec Experience Program (PEQ) - Students

Under the Quebec Experience Program a graduate from a post-secondary institution with an eligible diploma may apply for a Quebec Selection Certificate (CSQ) which will allow you to apply for permanent residence in Canada if he/she meets the following requirements:

  1. Have an eligible Quebec diploma:

    Baccalaureate (1st university cycle); the technical university diploma (DEC); the Diploma of Professional Studies (DEP) of 1,800 hours or more; the professional studies diploma (DEP) followed by a professional specialization certificate (ASP) as long as you have a minimum of 1,800 hours of continuous study; Master's (and MBA); Doctorate. 

  2. You must be in Quebec for at least half the duration of your study program.
  3. Demonstrate a B2 level of oral French (hyperlink to page learn FR)  (Speaking and Listening) 
  4. Having the basic resources for your spouse and dependent children included in your permanent application, for a period of three months.
  5. Have a valid passport, if you are applying from Quebec, be legally in Quebec when you apply.

Quebec Skilled Worker Program (ARRIMA)

Quebec Skilled Worker Program is a selection program similar to the Skilled Foreign Worker Stream under the Express Entry. The selection criteria is based on the following factors:

  • Education
  • French (B2 level minimum on the four categories)
  • Children
  • Family in Quebec
  • English (Only oral skills are considered for points)
  • Demanded occupation
  • Age
  • Work Experience

Other criteria may increase your score such as a Quebec validated job offer, work experience in the province, and having visited the province for a minimum of 2 weeks.
